"The report of a fire in a three-room apartment of a five-story building in Otradny was received at 23:56 Moscow time [20:56 GMT] [Monday]," an emergencies spokesman said.

"The area engulfed by the fire totaled 41 square meters (440 square feet). Firefighters discovered the bodies of a man, a woman, a six-year-old girl and a two-year-old boy," he said.

The spokesman said 20 people were evacuated from the building. The fire has been contained.

An investigation is underway.
